YES the Ethiopian government strictly bans VOIP services   VOIP(SKYPE,GOOGLE TALK)ETC  Voice over internet protocol has been completely banned in Ethiopia .Anyone use the network means used person allow him to stay in jail for 15 years Imagine ..........But reason for passed this law are 1. national security concerns  2.To protect the state’s telecommunications monopoly.
